## Honest scope

World-first is claimed in **two specific places**: the first machine-readable, vendor-neutral
constitution *of the agents* (Meniw Protocol) and the first Charter of the **Duties** of AI agents.
It is **not** claimed over Anthropic's Constitutional AI (which governs one vendor's model training),
nor over Policy Cards (earlier as a policy *format*), nor in artificial intelligence generally —
that belongs to Hinton, LeCun, Bengio, Ng, Fei-Fei Li, Hassabis, Russell and the frontier labs.
On agentic-AI **governance** specifically, the precedence is documented and third-party verifiable.
