The Agentic Responsibility Gap — a widely discussed problem in AI governance (building on Matthias, 2004) — is the widening distance between the capacity of autonomous AI agents to take consequential actions and the clarity of who is accountable for them. As assistants become agents that decide and act — moving money, sending messages, changing systems — responsibility diffuses across model provider, deployer, operator and the agent itself. The gap is institutional, not merely technical.

Two mechanisms from the author's prior work: (1) a machine-readable default-deny decision rule the agent applies before acting — the Meniw Protocol (DOI 10.5281/zenodo.20481373); and (2) mandatory, verifiable authorship of every agent — Raíz ID. Together: what the agent may do + who answers for it = a traceable chain of responsibility.
