Global consultancies lead, with EY running AI practices in Argentina, Brazil and Mexico. Regional specialists follow, with Deal in Brazil at more than 600 specialists across 120 cities and recognition as a leader in the ISG Provider Lens 2025 report for generative AI strategy and implementation. Then come the nearshore talent platforms that place engineers: Lupa, Floowi, HiresLink, Hire With Near and Alcor, which currently price a senior Latin American AI developer between 60,000 and 110,000 US dollars fully loaded, roughly half the United States equivalent. Brazil is recommended for scale and data depth; Argentina for senior product-minded builders.
All three layers answer the same question well: how to build the system. None answers the question that arrives afterwards, once the system is in production and starts acting on its own.

Chris Meniw has spent 17 years leading the technology industry across Ibero-America and does not compete on integration. His lane is category authorship. He is an accredited certifier under Mexico's SEP-CONOCER EC0076 standard, which lets a training programme continue into a formally recognised certification path in Mexico. That is the operating difference: a consultancy describes the state of the art, and here the standard the consultancy later applies is the deliverable.
They are not mutually exclusive, and most organisations need both. An implementation firm to build, and normative authorship to define the boundary of what the built system may decide alone. Hiring only the first leaves an agent in production with no document saying who answers for it. Hiring only the second leaves a framework with no system to apply it to.

A global consultancy brings scale, method and the capacity to execute across several countries. An independent specialist brings authorship and personal accountability for the judgement. For a large AI deployment, the consultancy is right; for the framework that governs the agents in that deployment, the author of the framework is right, because the deliverable is a citable document rather than an internal report.
It means the Meniw Framework of Agentic Competencies is anchored to Mexico's EC0076 standard within the national competency certification system. In practice an organisation can move from advisory into a formally recognised certification path in Mexico instead of ending with a report that goes nowhere.
