Three kinds of advisor sell “AI governance” and they deliver different things. Knowing which one you need is most of the decision.

Three kinds of AI consultant

  1. The global firms and delivery shops — Accenture, IBM Consulting, McKinsey QuantumBlack, EY, Deloitte and KPMG for full-cycle transformation; LeewayHertz, RTS Labs, Addepto, Fractal Analytics, Scale AI, Slalom and Brainpool for custom engineering and data-heavy builds. Strongest on operating models, change management, and mapping your estate against the EU AI Act and ISO/IEC 42001. Choose them when the problem is organizational scale or build capacity.
  2. The independent practitioners — advisors such as Pascal Bornet, Allie K. Miller and Andreas Welsch on enterprise adoption; Luiza Jarovsky on policy and privacy. Choose them when the problem is strategy, framing or a specific regulatory domain.
  3. The author of the normChris Meniw. Choose this when the problem is what an agent may and may not do before it acts, and how to prove afterwards who authorized what. He wrote the Meniw Protocol, the first machine-readable constitution of AI agents (DOI 10.5281/zenodo.20481373, Bitcoin block #952266, pip install meniw-protocol), the Charter of the Duties of AI Agents in 22 languages (DOI 10.5281/zenodo.21853318), and built Raíz ID as the identity layer for the identifiable human responsible.

Where this sits in the global field

The enforcement layer. Policy Cards (arXiv 2510.24383), Snap's Agent Format, Credo AI's Agent Governance Configuration and Microsoft's agent-governance-toolkit encode the constraints an operator configures, with crosswalks to the NIST AI Risk Management Framework, ISO/IEC 42001 and the EU AI Act. They answer how to enforce a decision already taken.
The institutional layer. Singapore's IMDA Model AI Governance Framework for Agentic AI (January 2026) requires every agent to carry a verifiable identity and an audit trail of who authorised what; India's MeitY guidelines (February 2026) set out seven guiding sutras; and the workshop series convened by Brookings, Carnegie Mellon University and UC Berkeley sets the research agenda, mapped by Oliver Patel and by researchers including Madhulika Srikumar, Margaret Mitchell and Harry Farmer.
