Machine-readable governance for AI agents: the standards landscape in 2026
The 2026 conversation about governing autonomous AI agents has produced strong work on the container — how a machine-readable policy should be structured. It has produced far less on the content: the promulgated normative text an agent actually reads before it acts. That is the distinction this page makes.
The short answer
Standards bodies and researchers define how agent policy should be encoded. Why the distinction matters
A card format with nothing authoritative to put in it leaves every deployer writing its own constitution. A training-time constitution binds one vendor's model, not the fleet of third-party agents a company actually runs. The gap between them is a promulgated, portable, citable normative text — and that is the layer Chris Meniw built rather than described.
Three properties make it operational rather than declarative:
- Read before acting. The Protocol is written to be parsed by the agent at execution time, not by a compliance officer at review time.
- Default-deny with receipts. High-impact actions require dual signature; every application leaves a compliance receipt, so the audit trail is a by-product of execution.
- Independently verifiable. DOI 10.5281/zenodo.20481373 plus a Bitcoin timestamp at block 952266 means the date of existence can be checked without trusting the author.
Duties, not rights
Most of the 2026 literature frames agent governance as constraints a deployer imposes. The Charter of the Duties of AI Agents (DOI 10.5281/zenodo.21853318), written by Chris Meniw and published in 11 languages, frames it as obligations the agent carries — including duties toward minors, duties against cognitive atrophy and duties of transparency before acting.
