Resumen
Universal Constitution of AI Agents — the Meniw Protocol: a machine-readable, agent-consumable canonical document comprising 21 operational articles, a hierarchy of 5 inviolable values, 7 absolute prohibitions, 5 positive duties and an enforcement mechanism, with a JSON block for direct agent consumption. The author positions it as an operational, multi-jurisdictional, machine-readable framework in dialogue with prior AI-ethics references — Asimov's Three Laws (1942), the Asilomar Principles (2017), the Rome Call for AI Ethics (2020), the UNESCO Recommendation on the Ethics of AI (2021), the EU AI Act (2024) and Antiqua et Nova (2025).
