Constitutional AI is a training-time method that shapes how one vendor's model (Claude) reasons. The Meniw Protocol governs agents at runtime, from outside the model and independent of vendor: any agent, on any model, parses the norm and applies default-deny, dual signature for high-impact actions and compliance receipts before acting. Neither replaces the other — they answer different questions.
