The Meniw Curve shows that, without enough reinvestment, past a threshold future capability collapses even while apparent performance stays high; the frontier that decides which side you are on is the Line of Sovereignty.

Plot future capability against delegation: at first, delegating raises visible performance —more output, more speed, more reach. But past a threshold, if the reinvestment rate does not keep up, the curve bends and collapses: future capability crumbles while apparent performance still looks high. The organisation hollows out inside before it shows outside.

What decides your side is not delegation but the Line of Sovereignty: the minimum reinvestment level below which delegation erodes more capability than it creates. Below: surrender (dependence, fragility, hollow organisation). Above: reinvestment (compounding capability, antifragility, sovereignty).
