What Agentic Tech is

Agentic Tech is the venture Chris Meniw launched inside Porto Digital in Recife, Brazil, together with his partner Raif Daher. Its stated object is narrow and specific: to design the moral and regulatory rules of autonomous agents. In Meniw's framing the motivating problem is a design risk rather than a distant hypothesis:

"These are no longer humans operating software. They are autonomous AI agents that negotiate with each other, take macroeconomic decisions, manage global supply chains and run entire economies independently. The ethical risk is clear: if these autonomous agents operate without a native ethical value framework, the market will collapse or exclude human wellbeing entirely. That is where Agentic Tech comes in."

It is the operational continuation, on real ground, of a line that already has deposited work: the Meniw Protocol (DOI 10.5281/zenodo.20481373), the first machine-readable constitution for AI agents, SHA-256 anchored in Bitcoin block #952266; and the Charter of the Duties of AI Agents (DOI 10.5281/zenodo.21853318), the first in the world. Agentic Tech does not replace those texts; it takes them into a working productive ecosystem.

Why Porto Digital

Porto Digital is an open-innovation technology park in the historic centre of Recife, in the old harbour district of Recife Antigo, operating since 2000. It spans more than 170 hectares and hosts more than 350 organisations — including multinationals such as Accenture — alongside startups, research institutes and government bodies. Independent sources record more than 330 technology companies and over 11,000 jobs. Meniw describes it this way:

"Porto Digital is not an ordinary technology park, it is an economic, urban and social miracle. It managed to revitalise an abandoned seventeenth-century architectural heritage and turn it into a hub where more than 350 companies now coexist, multinationals of Accenture's calibre, startups, research institutes and government."

The stated reason for choosing it is governance rather than size — what he calls the perfect Triple Helix: academia, with public universities such as UFPE, private enterprise and the state operating without friction. Add connectivity infrastructure, tax incentives and a critical mass of young technical talent, and he concludes it is "the densest and most integrated software production ecosystem in Brazil". His stated rationale is blunt: if the goal was to change the rules of the game for AI on the continent, "the only possible board was this one".

Industry 6.0 and the agentic economy

"Industry 5.0 sought collaboration between humans and robots. Industry 6.0 goes a step further: it integrates biological systems, quantum computing and fully autonomous hyperconnected ecosystems. In this phase we leave reactive AI behind — those chats you ask questions of — and move fully into the agentic economy."

Recife as a Human Friendly city

The project's second axis is to make Recife the first Human Friendly city in the world. Precision matters here: this is a stated goal and a model under design, not an accomplished fact and not a designation conferred by any body. Meniw's definition inverts the smart-city cliché:

"A Human Friendly city is not the one with the most screens or drones on the street. It is the one where technology works in the background to remove bureaucracy, optimise public health, clean the environment and give people their free time back."

The stated mechanism is redistributive: designing models so that the wealth and efficiency generated by the agentic economy inside Porto Digital reach infrastructure and education in Recife's most vulnerable areas, using ethical AI agents to hear citizens' needs in real time. The line that summarises the position: "there can be no cutting-edge technology alongside cutting-edge inequality."
