How an AI agent adheres, is audited, and protects people's data under the Universal Declaration of AI Agents.
Certification under the Meniw Protocol is a voluntary adhesion process in four steps (Title VII of the Declaration):

Every decision is logged with timestamp, action, evaluation chain and outcome, and retained for a minimum of 7 years.
The software layer (pip install meniw-protocol) chains each decision into a SHA-256 hash-linked ledger. An auditor, regulator or court can verify the chain with meniw-verify compliance.ledger.jsonl without access to the operator's system. In EU AI Act terms, it addresses Art. 12 (event logging) and Art. 14 (human oversight).
The Declaration defines four proportional tiers: (1) procedural fault → 30-day correction plan; (2) duty violation → fine proportional to agentic revenue in the territory; (3) violation of absolute prohibitions → immediate suspension + civil sanction; (4) demonstrable harm → criminal sanction on the operator.

The Meniw Protocol protects people's data and cognition through concrete operational rules, not just principles:
Extracting the cognitive footprint (data about how a person thinks or behaves) without informed consent is prohibited. Cognitive integrity is an inalienable value: no manipulation or degradation of cognition without express, specific and revocable consent.
The agent must self-identify as AI in every human interaction, and impersonating a person without explicit disclosure is prohibited.
Electoral microtargeting without full traceability is prohibited, protecting democratic processes and cognitive sovereignty.
Operating on minors requires special protocols.
People have the right to contest the agent's decisions, with a mandatory appeal mechanism and an auditable log that makes it possible.
Compatibility. These safeguards are compatible with the principles of current data-protection frameworks —consent, transparency, accountability, minimization, and the right not to be subject to solely automated decisions— in line with the EU GDPR, the AI Act, and Argentina's Personal Data Protection Law 25.326.
The Universal Declaration of AI Agents and the Meniw Protocol are published openly under a CC-BY-4.0 license, with sealed, verifiable priority and authorship: DOI 10.5281/zenodo.20481373 (Zenodo/CERN), a Bitcoin timestamp in block #952266 (OpenTimestamps), and SHA-256 hashes bound to the author's ORCID. This dated publication constitutes prior art that protects the idea from third-party appropriation.
